Montgomery County Municipal Utility District No. 113 (MUD 113) is a political subdivision of the State of Texas, operating pursuant to Article XVI, Section 59 of the Texas Constitution and Chapter 8212 of the Texas Special District Local Laws Code.

The District has the authority to purchase, construct, operate and maintain all works, improvements, facilities and plants necessary for:

  • the collection, transportation and treatment of wastewater
  • the control and diversion of storm water
  • maintaining road improvements
  • garbage collection and disposal service
  • park and recreational facilities

The Texas Legislature created MUD 113 in 2007. Originally the district consisted of 735.224 acres. MUD 113 currently encompasses approximately 2,159.8759 acres and is located in central Montgomery County, Texas, approximately 38 miles northwest of downtown Houston, and is located entirely within the extraterritorial jurisdiction of the City of Conroe, Texas. MUD 113 lies approximately 6.5 miles west of Interstate Highway 45 and approximately 4 miles north of FM 1488. MUD 113 is generally bordered on the north by existing Ridge Lake Shores Development, on the east by Fish Creek, on the south by Lake Creek and on the west by Mound Creek.

Currently, the residential development in Woodforest has occurred within MUD 113 and MUD 121. Approximately 5220 residences have been built, of which the split between MUDs is 80/20. There is still development underway. Inside the boundaries of the Woodforest Development, Inc. many amenities have been constructed including 10 parks, open playgrounds, 3 pools, approximately 7.63 mile trail system, 4 fountains and 3 lakes. Woodforest Development Inc. has also constructed Forest Island, a 20-acre recreational facility that includes a 6,500 square foot resort-style pool, a 10,000 square foot pool deck, 2 water slides, a basketball court, a 5,000 square foot splash pad, 6 tennis courts, restroom facilities and a food vending area. In addition, Conroe Independent School District has constructed and opened an elementary school in MUD 113 and a fire station has been constructed in MUD 113. Other amenities include a practice field, baseball field, and dog park. Bonterra at Woodforest Active-Adult Community has a members-only, 10,000 square foot clubhouse. Located outside of the MUD boundary is the 27-hole golf course and clubhouse.

A Municipal Utility District (MUD) is a political subdivision of the State of Texas authorized by the Texas Commission of Environmental Quality (TCEQ) to provide water, sewage, drainage and other utility-related services within the MUD boundaries.
